Of the 30+ pieces of water legislation proposed during the 2015 legislative session, HB15-1259: Concerning the use of Rain Barrels to Collect Precipitation from a Residential Rooftop for Nonpotable Outdoor Uses, otherwise known as the Rain Barrel Bill, proved one of the most controversial. The Colorado Water Congress State Affairs Committee took no position on the bill. Join us for a webinar where we will provide a factual overview of the bill's contents, intention, and process and explore divergent opinions of its consequences.

The bill sponsor, Representative Daneya Esgar, will provide an introduction followed by an overview of the bill by Drew Beckwith of Western Resource Advocates. Jim Yahn of North Sterling Irrigation District will discuss concerns about the bill and Chris Piper of Denver Water will explore its legal path and power.
